The Embassy of Italy in Israel issues Declarations of Value (DV) of Israeli qualifications – issued by recognised educational institutions (schools, colleges and universities) or professional entities – that fall under the jurisdiction of this Embassy. For DVs in reference to schools in Jerusalem, you should get in touch with the Consulate General of Italy in Jerusalem.
The DV is a declaration whereby the Consulate confirms the value of the qualifications obtained in Israel, with reference to the local educational system. The “DV” is neither an equivalent of an Italian qualification nor a comparability certificate. It will be up to the relevant Italian institutions (Ministry of Education, Uffici Scolastici Provinciali, Universities, etc.) to subsequently declare if a foreign qualification has a similar Italian equivalent: this is called “equipollenza” (equivalence/certificate of comparability).
It is possible to obtain from CIMEA (Information Centre on Academic Mobility and Equivalence) a Statement of Comparability or a Statement of Verification for your academic and non-academic qualifications. Statements from CIMEA are accepted by these Universities and by numerous Institutions (for public competition, pensions, etc) .
Please note that the “Declaration of Value” can only be requested for complete cycles.
How to request a “Declaration of Value”
Applications for “Declarations of Value” can only be submitted by dropping the request form and all original documentation in the consular mailbox located on the 21st floor of the Trade Tower outside the Consular Chancery at:

Once dropped off, you will be able to receive the DV within 30 days. When ready you will be contacted by our staff to schedule pick up and payment of the consular fee. The cost of the Declaration of Value corresponds to articles 66N (DV) and 72A (certified translation) of the consular fees chart. Payment shall be made at the consular window upon collection of the documents. Should you have filed a visa application too, you will receive your DV when you will pick up your passport. Collection shall be made in person by the applicant or delegate.
The DV is issued free of charge only if you intend to continue your studies in Italy. The service is free of charge for all foreign nationals, regardless of where they reside, and those Italian nationals residing in Israel who can enclose proof of residence at the time of their request (for example AIRE registration, copy of their utility bills, bank statement) and proof of registration with the Italian University.
Requested documents
In order to issue a “Dichiarazione di Valore” of Israeli qualifications, in addition to the request form duly completed and signed together with a copy of a valid ID (passport or ID card), this Embassy requires ad hoc documentation, which varies according to the qualification.
- Bagrut: Original copy of the Bagrut with apostille and translation;
- BA/MA: Original BA/MA with apostille and translation, syllabus and translation;
- Post Lauream: in addition to the applicable documents for BA/MA, all original certificates with apostille and translation.
